If we're talking about ten thousand persons, then we might as well be talking about all people and everybody, because that's a lot of people, you know?
This is a jukugo word, which usually means on'yomi readings from the kanji. Since 万 and 人 both have two on'yomi readings, here's a mnemonic to help you remember which ones to use:
All people have been banned from Nintendo (ばんにん). Apparently they're working on something super secret, so now everybody is banned. What could it be?!

This actor is popular with everyone.
